How can you make a difference?
Cambodia has made significant strides in improving health outcomes and expanding access to healthcare. However, challenges such as high out-of-pocket expenditures, limited population coverage, and disparities in service access persist. In response, the Royal Government of Cambodia adopted the UHC Roadmap 2024–2035, committing to achieving Universal Health Coverage (UHC) by 2035.
To support this ambition, UNICEF Cambodia is providing technical support the UHC Secretariat in the development of a cost-estimation framework for achieving UHC roadmap targets. This framework will guide evidence-based planning for expanding health service coverage, improving equity, and ensuring financial sustainability. The costing estimation work will be implemented in two phases:
• Phase 1: Development of a standard social health protection benefit package and its costing model.
• Phase 2: Data collection, input, and scenario-based analysis with proposed options.
Purpose and objectives of the consultancy/Contract
The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives:
• Develop a disability inclusive and child-sensitive standard social health protection benefit package that harmonizes and builds upon existing schemes, such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including the design of provider payment mechanisms and distinction between basic and extended benefit packages
• Develop a disability inclusive and child-sensitive costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation.

Minimum Qualifications required:
Possess advanced university degree in the field of public health, health economics, development studies, public policy and related fields.
Present a strong reference from at least one government preferably ministry of health
Possess good inter-personal skills and facilitation skills
Years of Experience/ Knowledge/Expertise/Skills required:
Possess at least 8 years of experiences in working on health financing/costing
Knowledge of UHC roadmap, framework and model including system assessment and design and research is an asset
Familiar with UHC framework and models in different countries including experience with tools like OneHealth, WHO-CHOICE
