How can you make a difference?
This consultancy will facilitate to the development of a National roadmap for triple elimination of mother to child transmission of HIV, syphilis and hepatitis B (triple EMTCT) in English language.
Duty Station:
Yangon, Myanmar with travel to Nay Pyi Taw and some programme sites.
Duration of Contract:
8 months
Description of Assignment:
Tasks 1:
Prepare a tentative action plan and propose timeline for the development of EMTCT roadmap
The action plan should include a minimum of the following:
Analysing the available data
How to adapt the regional eMTCT framework to Myanmar country context
Deliverables 1:
Action plan with timeline
Delivery date : 31 August 2026, 20 working days
Tasks 2:
Develop and submit draft eMTCT roadmap to UNICEF or its review and then present it to lead PMTCT working group for their inputs and comments if required.
Naypyitaw Travel will be needed for the task 1 and task 2 about 2 times to NPT (with 5 maximum working days). One of the field visit to one PMTCT site might be needed (3 working days).
Assist and Facilitate the National AIDS Programme, DOPH to conduct National consultation on eMTCT roadmap and eMTCT guideline with all key stakeholder of PMTCT programme. Facilitate the workshop about 4 days in NPT.
Deliverables 2:
Draft eMTCT roadmap with meeting minutes of PMTCT working group members
Meeting minutes with key recommendations
Delivery Date: 30 September 2026, 10 working days
Tasks 3:
Finalize the National eMTCT roadmap after incorporation of suggestions by the Ministry of Health and Sports and stakeholders
Deliverables 3:
Finalized National eMTCT roadmap
Delivery Date: 31 October 2026, 10 working days
Tasks 4:
Assist in Layout/design of the National eMTCT roadmap (in English)
Deliverables 4:
Print-ready copies of National eMTCT roadmap
Delivery Date: 30 November 2026, 10 working days
Tasks 5:
Submit an assignment report at the end of the assignment. The report should consist of, as a minimum:
Executive summary
Background with a clear purpose
Strategies
Activities
Action plan
Challenges and lessons learned
Outcome of the consultancy
Recommendations for next steps and action plan
Annexes containing all the outputs and other relevant documents for the consultancy
Final report dissemination might be happened in Naypyitaw with all key stakeholders about 3 days.

Assignment report, including annexes (no more than 10 pages)

Education
A minimum of advanced university degree in Public Health/ Epidemiology or other relevant social sciences
Experience
More than three years of relevant professional work experience in HIV/AIDS field, preferably in PMTCT programming
Experience working with the governments, UN or other international development organizations.
Good knowledge and understanding of health system and context in Myanmar.
Experience in doing data analysis and writing policy advocacy notes.
Experience in facilitating participatory and consensus building workshop at National and State/Regional level.
Written and verbal fluency in Myanmar and English, with good analytical report writing skills evident.
Good understanding of National Policy, HIV situation and programme context in Myanmar.
Ability to work with minimal supervision to meet the TOR requirements

Evaluation Criteria (Technical Evaluation for 80 points and Financial evaluation for 20 points)
Technical Evaluation ( 80 Points)
A minimum of advanced university degree in Public Health/ Epidemiology or other relevant social sciences and more than three years of relevant professional work experience in HIV/AIDS field, preferably in PMTCT programming
Previous similar experience with MOH Myanmar, UN or other INGOs
Good understanding of National Policy, HIV situation and programme context in Myanmar
Previous experience of National Roadmap or Regional Roadmap of health programme
The technical pass mark will be 60 out of 80.
