In response to the Venezuelan migratory flow and later Yanomami health crisis, UNICEF has been present in Roraima leveraging its expertise and resources to mobilize partners and support government in implementing actions to respond to needs of children. adolescents and their families.

The national protocol for the protection of children and adolescents in situations of risk and disaster, a federal government policy guidance developed with the technical support of UNICEF, aims to strengthen capacities so that the states and municipalities can act in the prevention, surveillance, response, and recovery from disasters.

It is implemented at local level through the development of contingency plans that identify risks and vulnerabilities, as well as assign responsibilities for specific activities, including the mapping of capacities, resources and gaps for adequate emergency management.

SCOPE OF WORK:  

Emergency preparedness must prioritize the needs of children. In line with the Selo UNICEF systemic result on disaster risk reduction and national frameworks for emergency contingency planning, UNICEF aims to foster the capacity of subnational governments to ensure no child is left behind when crisis strikes.  

The consultant will collaborate with all of the fifteen municipalities in Roraima in the development and qualification of child sensitive contingency plans that are in compliance with relevant federal guidance, in particular the national protocol for the protection of children and adolescents in situations of risk and disaster ( here ) and the ministry of health guide for the elaboration of contingency plans ( here ).

Through field visits and technical dialogue, informed by relevant evidence review, and following the application of standardized emergency preparedness tools, the consultant will engage with relevant stakeholders, facilitate the process of critical information gathering and compilation of relevant activities pertinent to a child sensitive response to emergencies..  

The contingency plan minutes are expected to be technically sound, evidence based and elaborated in consultation with all relevant stakeholders at local level. Further validation procedures will be led as a result of UNICEF continuous engagement with the accountable and duty bearing authorities.  

A report with additional preparedness recommendations that would ensure adequate implementation of these contingency plans will be part of the deliverable, whenever applicable.

DURATION OF CONTRACT:

  6 months, From May to September 2026.

TRAVEL PLAN

Consultant must be based in Roraima for the development of these products. Should also plan to travel to and within all the fifteen municipalities of Roraima to develop activities as a result of UNICEF established institutional relations, implementing technical activities through relevant consultations and field visits.  

Approximate Distances from Boa Vista (circa 5 working days per city)

Cantá: ~30-40 km (quick access via BR-174/RR-206), Mucajaí: ~55-60 km (BR-174 South), Bonfim: ~120-130 km (BR-401 East, border with Guyana), Alto Alegre: ~80-90 km (RR-205 West), Amajari: ~150-160 km (RR-203/BR-174 North), Pacaraima: ~210-220 km (BR-174 North, border with Venezuela), Caracaraí: ~140-150 km (BR-174 South), Rorainópolis: ~280-300 km (BR-174 South, southernmost municipality), Normandia: ~190-200 km (BR-401), Uiramutã: +300 km (northern access, via secondary roads, difficult access area).

MINIMUM QUALIFICATIONS REQUIREMENT

A University Degree in Public Policy related fields is required. A Master or PhD is considered an asset.

At least 5 years of relevant experience in the field of public policies is required.

LANGUAGE PROFICIENCY

Fluency in Portuguese is required. Basic knowledge of English or Spanish would be an asset.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.

Consultant’s, travel costs should be included in the consultant’s fee.

No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.

Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.

The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.

A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.

The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Financial proposals from local consultants shall be submitted in the local currency in effect at the time of submission. UNICEF will evaluate and contract based on this amount, which shall remain fixed and not subject to adjustment due to subsequent exchange rate fluctuations.

INSURANCE AND HEALTH COVERAGE

The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.

The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

 RESTRICTIONS

Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract. 

In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Remarks:   

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process. An internal candidate performing at the level of the post in the relevant functional area, or an internal/external candidate in the corresponding Talent Group, may be selected, if suitable for the post, without assessment of other candidates.
