Trócaire invites tenders for the provision of Research Services for Civil Society Space.
A consultancy is proposed, building on the 2025 scoping study led by ODI and other relevant resources,
to research further and make recommendations to Trócaire for deepening the organisation’s support to
grassroots actors and social movements as the organisation develops its next Strategic Plan.
Consultancy to include the following elements:
• Analyse how the closing of civil society space is impacting partner organisations in selected
priority contexts and how they are responding to these trends, including implications and
adaptations of their strategies, safety, political agency and sustainability.
• Examine how existing aid and partnership modalities—including funding relationships,
contractual arrangements and compliance requirements—interact with shrinking civic space.
• Assess Trócaire’s current partnership and operating model in light of these
findings, identifying strengths, gaps and tensions in how we support partners working in
restricted civic spaces, as well as opportunities to strengthen the organisation’s role as a
meaningful ally in this context.
• Provide clear, actionable recommendations on how Trócaire should adapt its partnership
models, internal systems, skill sets and resourcing to better support civil society actors and
movements in contexts of closing civic space

Interested applicants should submit proposals containing the following information:
• Name, location and contact details of consultant(s) (email address, LinkedIn profile, other
preferred contact).
• 2-page CV of the individual leading the research.
• An outline of the proposed approach to the project, including methodology, brief work plan
and timeframe, including measures in place to ensure the delivery of the project outputs
within the given deadline (maximum 5 pages).
• Proposed fee for the consultancy (indicating VAT), inclusive of expenses, costs, taxes or
duties that may be incurred.
• Contact details of two referees for contracts undertaken within the last three years in areas
relevant to the thematic areas of this research project.
• A sample of relevant work where the consultant has been main author.
