Pakistan is one of the most vulnerable countries in the world to the impacts of climate change. It faces multiple climate-related challenges, including both sudden-onset events (such as floods and droughts) and slow-onset impacts (such as increased heat, variable rainfall, heavy precipitation). Pakistan’s economy is largely dependent on agriculture, which is also significantly impacted by climate change, including because of its effects on crop failure and declining productivity. The impact of climate change on livelihoods and human security often makes it a significant trigger for rural-to-urban migration, while the sudden impact of disasters such as flooding has been known to cause large-scale internal displacement.

The Government of Pakistan (GoP) acknowledges the importance of strengthening adaptation to climate change impacts and recognizes the need to include human mobility concerns into climate change planning. As part of an earlier IOM Development Fund (IOM DF) initiative, IOM supported the GoP in including human mobility considerations in its National Adaptation Plan (NAP). However, knowledge and funding gaps as well as the lack of a comprehensive communications strategy on NAP and climate-related human mobility remain persistent challenges in implementing the NAP. The lack of capacity and by extension, lack of innovative solutions, make it difficult to secure funding for programmes that address human mobility in climate adaptation plans. Government agencies at both federal and provincial levels lack the technical expertise and resources to integrate human mobility considerations into existing climate change policies and procedures. Traditionally, climate change adaptation and migration management have been handled by separate entities. Bridging the gap between these departments and fostering inter-ministerial collaboration is crucial for a unified approach. Furthermore, to generate more public interest and knowledge in this portfolio, communication and advocacy around human mobility must be strengthened – a component that is explicitly mentioned in the NAP.

The project leverages the achievements of previous engagements by IOM Pakistan on the subject and seeks to contribute to the implementation of Pakistan’s NAP by enhancing the GoP’s advocacy and communication tools and promoting innovative climate adaptation solutions via a whole-of-society approach. The project seeks to build on ongoing engagements related to the NAP and a strong relationship with the Ministry of Climate Change and Environmental Coordination (MoCC&EC) to expand adaptation planning while including human mobility concerns.

The Government of Pakistan (GoP), through the Ministry of Climate Change & Environmental Coordination (MoCC&EC), has identified a need to enhance its understanding of climate finance options and its capacity to transform proposed solutions into fundable projects. This initiative is a critical linkage to the Pakistan Climate Mobility Innovation Challenge, as it will enable the GoP to secure financing for a pipeline of innovative solutions developed under the National Adaptation Plan (NAP). The International Organization for Migration (IOM) is seeking to hire a specialized consultant to address this capacity gap.

1. Tasks to be performed under this contract: The climate finance consultant is expected to undertake the following tasks:

Scope of Work

The Climate Finance Consultant will be embedded within the MoCC&EC and will execute the following key activities in close collaboration with the Climate Finance Units at both the federal and sub-national levels:

1. Project Development and Proposal Writing:
   • Work directly with government stakeholders at the Ministry of Climate Change & Environmental Coordination, the Ministry of Planning & Special Initiatives (MoPDSI), and the Ministry of Finance (MoF) to transform innovative solutions identified under the NAP into compelling project proposals and concept notes.
   • Work with the provincial P&Ds department to analyze their project pipelines and to include the human mobility context.
   • Develop a donor mapping document of different climate finance streams.
   • Develop at least two comprehensive concept notes focused on climate change adaptation and human mobility, suitable for submission to major climate finance mechanisms like the Green Climate Fund (GCF) and the Adaptation Fund.
   
   
2. Capacity Building and Training:
   • Strengthen the project development skills of relevant government staff through a hands-on “learning by doing” approach.
   • Design and deliver four in-house training sessions for government stakeholders on topics related to climate finance, proposal writing, and mainstreaming human mobility into project design.
   
   
3. Resource Mapping and Sustainability Planning:
   • Facilitate the mapping of potential climate funding sources, identifying opportunities that align with the developed proposals.
   • Lead a final meeting with MoCC&EC officials and the Climate Change and Human Mobility Synergy Group to discuss sustainability prospects for the projects and explore future funding opportunities
   
   
4. Respond to queries from IOM’s translation and publications units and provide inputs to the layout process.
5. Attend regular meetings with IOM staff to coordinate activities and report on task completion

Deliverables:

The consultant will submit the following documents and reports:

1. Deliverable 1-Inception Report: A detailed inception report submitted within the first month, outlining the work plan, methodology, and a timeline for the one-year consultancy. Deliverable to be emailed by 24 April 2026.
2. Deliverable 2- Needs Assessment Report: A report on the initial needs assessment, including a gap analysis of existing climate finance capacity within the MoCC&EC and its sub-national units. Deliverable to be emailed by 15 May 2026.
3. Deliverable 3-Funding Source Map: A comprehensive document mapping potential climate funding sources and opportunities relevant to the project’s scope. Deliverable to be emailed by 15 June 2026.
4. Deliverable 4- Concept Note 1: A fully developed concept note on a selected climate change adaptation and human mobility topic, ready for submission to a major international climate fund. Deliverable to be emailed by 15 June 2026.
5. Deliverable 5-Concept Note 2: A second, fully developed concept note on a different, but relevant, topic, also ready for submission. Deliverable to be emailed by 15 July 2026.
6. Deliverable 6-Training Curriculum: A detailed curriculum and all associated training materials for the four capacity-building sessions. Deliverable to be emailed by 15 August 2026.
7. Deliverable 7-Delivery of the Training: Deliver 4 trainings in MoCC&EC and in four sessions in provinces. Deliverable to be emailed by 10 October 2026.
8. Deliverable 8-Training Report 1 & 2: A summary report on the first two training sessions, including participant attendance, feedback, and key learning outcomes. Deliverable to be emailed by 10 November 2026.
9. Deliverable 9-Training Report 3 & 4: A summary report on the final two training sessions, with a focus on progress made and areas for further capacity development. Deliverable to be emailed by 15 November 2026.
10. Deliverable 10-Proposal Submission Plan: A strategic plan outlining the steps for official submission and follow-up of the two developed concept notes. Deliverable to be emailed by 10 December 2026.
11. Deliverable 11-Final Summary Report: A comprehensive final report summarizing all key activities, achievements, lessons learned, and challenges encountered throughout the consultancy. Deliverable to be emailed by 10 December 2026.
12. Deliverable 12-Recommendations for Sustainability: A section within the final report dedicated to recommendations for ensuring the sustainability of capacity-building efforts beyond the project’s life cycle. Deliverable to be emailed by 30 December 2026.
13. Deliverable 13 Sustainability Strategy Document: A standalone document outlining a clear strategy for pursuing future funding opportunities and scaling up projects. Deliverable to be emailed by 20 January 2027.

The Climate Finance Consultant is expected to possess a robust set of qualifications and experiences to successfully lead the intervention.

The ideal candidate should have a strong background in climate finance and governance. The consultant is expected to possess the following qualifications and expertise:

• Educational Background:
  • A Master’s degree or higher in a relevant field such as Climate Change, climate finance, Public Finance, Environmental Economics, Development Studies, or a related discipline.
  • Additional certifications in project management, climate finance, or impact assessment are highly desirable.
  
  
• Professional Experience:
  • Extensive experience (a minimum of 12 years) in climate finance, with a strong focus on project design, development, and proposal writing for multilateral and bilateral funds.
  • Proven experience working directly with government entities, particularly in developing countries, and a deep understanding of public sector governance and policy frameworks.
  • Demonstrated expertise in capacity building and delivering professional training sessions for government officials and technical experts.
  • Direct, hands-on experience in preparing and submitting funding proposals to major international climate & donors funds, including but not limited to the Green Climate Fund (GCF), Adaptation Fund, and Global Environment Facility (GEF).
  • A track record of successfully transforming nascent concepts into bankable project proposals, including developing budgets, logical frameworks, and risk matrices.
  
  
• Key Competencies:
  • Technical Expertise: In-depth knowledge of the global climate finance landscape, including various financial instruments, funding mechanisms, and donor priorities. A solid understanding of climate change adaptation and human mobility issues is essential.
  • Communication & Stakeholder Engagement: Excellent communication, facilitation, and interpersonal skills to build rapport and collaborate effectively with diverse government stakeholders. Proven ability to lead high-level discussions and present complex financial information clearly and concisely.
  • Analytical & Strategic Skills: Strong analytical and research skills to conduct due diligence, map potential funding sources, and identify opportunities that align with project goals. The ability to develop a clear and strategic project pipeline is crucial.
  • Training & Mentorship: Demonstrated ability to design and deliver engaging training sessions, employing a “learning by doing” methodology to ensure knowledge transfer and sustainable capacity building.
