How can you make a difference?
The objective of this consultancy is to develop a set of practical, standardized, documents and tools to support health facilities in Cambodia to manage heat-related risks effectively, including gender-responsive and inclusive approaches to protect vulnerable populations, including:
Standard Operating Procedures (SOPs) for heat risk management in health facilities, sensitive to the intersecting vulnerabilities of affected population
A facility-level self-assessment checklist
User-friendly IEC Materials with key messages for use at facility and in the community

Minimum qualifications required:
EDUCATION:
An advanced degree in public health, medicine, environmental health, or related field
EXPERIENCE:
Minimum of 5 years of professional experience in public health, including development of clinical guidelines, standard operating procedures, or health systems tools.
Demonstrated experience in developing clinical guidelines, SOPs, or health systems tools
Experience in climate and health, particularly heat-related risks, is highly desirable
Demonstrated experience in effectively and independently managing projects, including timelines, deliverables, and stakeholder communication
KNOWLEDGE/EXPERTISE/SKILLS:
Strong interpersonal skills and ability to build rapport and conduct interviews with diverse stakeholders at national and sub-national levels, including communities and vulnerable populations
Strong analytical skills to interpret evidence and translate findings into practical, actionable guidance
Demonstrated ability to adapt global tools and guidance to local contexts
Ability to present findings effectively in multiple formats (e.g., reports, presentations) to both technical and non-technical audiences in English and Khmer
LANGUAGES:
Fluency in English and Khmer, including excellent written and verbal communication skills for report writing and guideline development
DESIRABLE:
Experience in emergency preparedness or health systems strengthening is an asset
Experience working in Southeast Asia or similar contexts is preferred
