Tdh is strengthening its institutional funding strategy, including enhanced engagement with the key strategic donor agencies. In light of ongoing US foreign assistance restructuring, policy shifts, budget realignments, and evolving thematic and geopolitical priorities, Tdh seeks to contract a qualified service provider to provide structured donor intelligence and external, independent advisory services.
This assignment aims to ensure proactive positioning, market responsiveness, and targeted acceleration in areas of thematic and geographic alignment between Tdh’s strategic framework and USG foreign assistance priorities.
The objective of the service provider is to:
1. Provide forward-looking, strategic donor intelligence on USG restructuring and funding priorities.
2. Deliver regular market fit analyses linking USG developments with Tdh’s thematic and geographic portfolio.
3. Provide external advisory service in support of market acceleration efforts where alignment opportunities are identified.
– A Market Fit Report, revised and updated on a quarterly basis
– At least 5 Rapid Advisory Briefs
– At least 5 Strategic Briefings
4.Duration. Tdh estimates a maximum of 15 days for these services during April-December 2026.
The service provider must:
1. Be legally registered and incorporated in the United States.
2. Be officially authorized to provide services under applicable U.S. regulations.
3. Be physically based in the United States.
4. Demonstrate substantial experience in USG funding architecture and donor intelligence.
5. Provide references from at least two institutional clients.
– Deep knowledge of US federal budgeting and appropriations processes.
– Understanding of USAID procurement mechanisms and funding instruments.
– Strategic advisory capability.
– Ability to produce concise executive-level analysis.
Interested firms must submit:
1. Technical Proposal (methodology, team composition, references, sample report).
2. Financial Proposal (detailed cost breakdown and fee structure).
3. Proof of Legal Registration in the United States.
All information shared during the course of this assignment shall be treated as confidential. The selected service provider shall sign a Non-Disclosure Agreement (NDA).
The selected service provider will enter into a Services Agreement with Tdh in accordance with Tdh procurement policies and applicable legal requirements.
