NetHope, in collaboration with the International Telecommunication Union (ITU), GSMA, and the Government of Uganda, is implementing a project to strengthen the capacity of community leaders in Uganda to effectively implement Community Early Warning Systems (CEWS). The project responds to the urgent need to increase community resilience against natural hazards by improving preparedness, awareness, and response capacities at the sub-national level.
The project will be delivered as an in-person, instructor-led training to 20-30 community leaders in Uganda, supported by a self-directed online component to extend learning and allow participants to serve as trainee-ambassadors (Trainer of Trainers) in their communities.
The training covers two courses:
Project Objectives:
Understand Foundational Knowledge of Disaster Risk and Early Warning Systems. By the end of the training, participants will be able to understand and clearly explain key concepts of disaster risk reduction including hazards, threats, and vulnerabilities to their communities and to empower community members identify the four core components of a Community Early Warning System (CEWS) and their role in protecting lives and livelihoods in their respective communities.
Develop and Transfer Practical Skills in Hazard Monitoring and Warning Communication. By the end of the training, participants will be able to evaluate local and national data sources to monitor hazards and vulnerabilities, apply warning triggers and thresholds, and design and deliver effective early warning communication strategies that are relevant, understandable and that can be acted upon by their communities.
Build Capacity to Champion Connectivity Awareness for Early Warning Dissemination. By the end of the training, participants will be able to explain connectivity infrastructure basics and appropriate digital dissemination channels and messaging and equip fellow community members with the knowledge to ensure timely, resilient delivery of early warnings at the local level.
The Opportunity
NetHope is seeking an experienced, organized, and enthusiastic Training Facilitator to deliver the in-person CEWS training workshop in Uganda. The Facilitator will work closely with NetHope’s Climate Intersections Team and Learning and Development Consultant to ensure the training is delivered with high quality, is contextually appropriate, and achieves its intended learning outcomes.
The Facilitator will play a central role in bringing the curriculum to life by creating a dynamic, participatory learning environment that equips community leaders with the knowledge, skills, and confidence to strengthen early warning systems in their communities.
Scope of Work
The Training Facilitator will be responsible for facilitating the in-person training workshop tentatively scheduled for 23-25th June 2026 in accordance with the developed CEWS curriculum. The Facilitator will employ collaborative pedagogy and adult learning principles to maximize participant engagement, critical thinking, and skill-building. The Facilitator will ensure that all content is delivered as intended, while adapting facilitation style responsively to the needs of the group.
