The Australian Government, through the PNG-Australia Transport Sector Support Program, Phase 3 (TSSP3) implemented by DT Global, is supporting

Papua New Guinea to achieve a more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.

The Kokoda Highway is a critical national road in Oro Province of Papua New Guinea, connecting the provincial capital of Popondetta to the historic town of Kokoda. The highway serves as a vital economic link for agricultural communities, provides access to essential services, and is crucial for the tourism industry, particularly for trekkers on the Kokoda Track.

While sections of the highway are sealed, a significant portion remains unsealed, leading to poor road conditions, especially during the wet season.

This impedes travel, increases vehicle operating costs, and limits economic development in the region. The objective of the scoping study is to gain a detailed understanding of the project’s scope and cost to facilitate an understanding of the requirements for future sealing of the unsealed sections of the Kokoda Highway.

TSSP3 intends to engage a consultant to understand the extent of work required to upgrade the road to a sealed road.

TSSP3 is now calling for tenders from suitably qualified and experienced consultants to conduct a comprehensive scoping study.

This tender is open to organisations that meet the criteria detailed in the tender documentation.

The deadline for tender submission is 2:00pm (Port Moresby time) on 5 March 2026. TSSP3 will not accept submissions received after the deadline.
