Purpose of Assignment:
The consultancy aims to provide specialized PCI DSS technical support, guide the design and implementation of PCI compliant solutions, support Country Offices throughout their compliance journey, and strengthen UNICEF’s global PCI governance, vendor engagement, and architecture alignment. The consultant will report to the Digital Impact Manager, Fundraising Systems and Solutions, in the Digital Impact Division (DID), with a dotted reporting line to the Senior Adviser, Risk, Policy and Planning in the Private Fundraising Division (PFP). The consultant will work closely with Domain Architect, Information Security, Country Offices, Regional Offices, Global PCI Task Force and External assessors and third-party vendors.
Scope of Work and deliverables:
The Consultant will contribute to UNICEF’s PCI DSS compliance efforts through four main workstreams:
Technical Leadership & Hands on Support
Third Party Engagement
Policy, Standards & Documentation
Others
The consultant will deliver a set of output-based PCI DSS technical deliverables as detailed in the Deliverables Table. These deliverables re structured around the key phases of the PCI compliance process for CO#1/CO#2 and CO#3/CO#4, including scoping, architecture review, remediation support, and governance/reporting. Workstreams may run in parallel across Country Offices to ensure continuous technical support and timely completion of all outputs.

Minimum requirements: (Years of Experience/ Knowledge/Expertise/Skills required)
Education:
Advanced university degree (Master’s or equivalent) in Information Security, Computer Science, Information Systems, Engineering, or a related technical field. A first‑level university degree with additional relevant 2 years experience may be accepted in lieu of an advanced degree.
Industry certifications in security or PCI DSS (e.g., ISA, QSA, PCIP, CISSP, CISM, CISA) are highly desirable.
Work Experience:
Minimum 8 years of progressively responsible experience in information security, technical architecture, secure payment systems, or related fields.
Demonstrated hands‑on experience with PCI DSS, including scoping, remediation, architecture review, and compliance validation.
Experience working with third‑part payment service providers, banks, PSPs, acquirers, and other regulated financial entities.
Experience with ICT governance, reference architecture, and global technology standards.
Skills:
Strong communication and stakeholder‑engagement skills, with the ability to influence diverse technical and non‑technical audiences.
Collaborative mindset with a strong commitment to knowledge‑sharing and capacity‑building.
Language Requirements:
Fluency in English (written and verbal) is required; knowledge of another UN language (e.g., Spanish, French, Arabic) is an asset.
