For every child, the right to Education
To support adolescent skills development and improve transition from learning to earning in Africa, UNICEF China Education, in partnership with China’s Ministry of Education (MoE), is advancing a South-South and Triangular Cooperation (SSTC) framework focusing on Technical and Vocational Education and Training (TVET). This initiative aims to match African country demands with China’s vocational education strengths and facilitate a strategic approach to China-Africa TVET partnerships in skills development.
UNICEF China Education Team is now seeking to recruit a Chinese national consultant to provide technical support to the implementation of the SSTC framework. The consultant will work closely with the MoE and UNICEF China education team, provide technical and advisory support to project planning, implementation and monitoring.
How can you make a difference?
The consultant will provide technical inputs, partner liaison and advisory support to the MoE and UNICEF China education team in the implementation of the SSTC TVET framework, ensuring timely delivery of milestones, development and quality assurance of technical outputs, and effective coordination among key stakeholders (Chinese Ministry of Education, provinces, African countries, and UNICEF offices).
The consultant can work from her/his own workspace but will be required to meet MoE and UNICEF team on a regular basis during the contract.
The consultant is tasked to provide technical inputs as agreed with the UNICEF education team, including but not limited to:
– Provide technical coordination and inputs to project planning and implementation to align African country demands with China’s TVET strengths, with clear roadmap to achieve intended results.
– Monitor and report on implementation progress, quality assure technical contents, outputs and management results. Identify risks and mitigations, where appropriate.

To qualify as an advocate for every child you will have
Minimum requirements:
Education: Minimum a master’s degree in education related field, social research, social sciences, development studies, management and/or other relevant disciplines, with a TVET focus and/or PhD degree preferred
Work Experience: minimum ten years of substantive working experience in technical and vocational education field in China, with direct experience and proven track record in influencing policy, research and practice
Skills: Good understanding of theories and practices related to TVET development in China and how it can be translated into South-South Cooperation practice. Direct experience in supporting TVET South-South work, particularly in African countries, is desirable;
Proven tracking record in international project management and consultancy. Working experience UN system or similar international organizations will be a plus.
Experienced in coordination and collaboration with project stakeholders, with ability to articulate and present project concepts and results to stakeholders.
Good sense of responsibility and teamwork spirit.
Language Requirements: Ability to communicate effectively in English and Chinese languages.
