Under the overall guidance of the Programme Specialist DRR/Emergency, the Consultant will provide strategic and technical support to strengthen Accountability to Affected Population (AAP), Risk Communication, and Capacity Building initiatives. The assignment focuses on scaling up the Community Feedback Mechanism (CFM) across provinces, ensuring that provincial CFM systems are readily available to provide accurate information to communities and collect timely feedback to inform and improve floods and emergency response. The role also includes enhancing partner and government capacity for community engagement and disaster preparedness and supporting the integration of AAP and risk communication principles into training programs.
The Consultant will work closely with key stakeholders, including NDMA, NIDM, PGGA, and PBSA, to support curriculum development, training rollouts, and risk awareness campaigns, while ensuring timely reporting, data-driven decision-making, and harmonized implementation across all partners. Through this role, the Consultant will facilitate the systematic collection, analysis, and application of community feedback to inform program adaptation and strengthen the accountability and resilience of affected populations.

Deliverables/Outputs:
1. Collaborate with SBC, PMDA, and ICT teams to integrate the CFM into UNICEF’s monitoring systems.
Ensure routine analysis, interpretation, and visualization of community feedback data through dashboards for timely programmatic decision-making.
Draft and contextualize provincial chapters of the Community Engagement (CE)/AAP Guidelines for Punjab, Sindh, KP, and Balochistan.
Maintain co-leadership of the AAP Working Group, facilitating regular meetings and promoting partner coordination and knowledge sharing.
2. Support the development of community-friendly risk messages and IEC materials (e.g., floods, droughts, epidemics)
Support in the capacity development of DRR kits in four provinces.
3. Support NDMA, NIDM, PGGA, and PBSA in finalizing national level DRR training curriculum.
Support PGGA in implementing its three-tier training structure to reach 10,000 Girl Guides and 40,000 peers.
Processing of Round 2 data, completion of quality assurance, final analysis, reporting, and dissemination of results for Round 2,
including delivery of all documentation and cleaned datasets.
4. Offer technical support to Field Offices and partners on AAP, CE, and CFM, DRR and Risk Communication.
Prepare monthly progress reports and a comprehensive final report detailing achievements, challenges, and recommendations.

Minimum requirements:
Education:
Advanced university degree (master’s or higher) in Social and behavioral science, including sociology, anthropology, Public Health, communication studies development communication, health communication, community development, development studies, psychology and/or related social sciences are required.
Work Experience:
A minimum of 05 years of professional experience at national/international level is required in one or more of the following areas: design and implementation of community engagement and accountability strategies, social sciences (including anthropology, sociology, and psychology), and social and behaviour change.
Proven experience in designing and developing community engagement strategies, Accountability to Affected People frameworks, Community Feedback Mechanisms (CFMs), and Risk Awareness, with strong qualitative research skills to conduct needs assessments and applied social science research.
Demonstrated ability to provide high-level technical advice, supported by strong research, interpersonal communication, and advocacy skills, and expertise in participatory and engaging training methods to effectively guide senior officials on inclusive community engagement and accountability.
Experience of working with government, academic research and education institutions, private sector, CSOs, faith engagement organizations.
Excellent Communication skills
Stakeholders’ engagement: experience of managing large and complex partnerships
Language Requirements: Fluency in English and Urdu is required.
Desirables:
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Experience within the United Nations system or other international organizations is considered an asset.
Knowledge of another local language(s) is an asset.
