For every child, WASH services that function in emergencies
UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.
UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?
Under supervision of the WASH Officer, the consultant will provide specialized WASH engineering technical and quality assurance services to support the implementation of UNICEF’s solar water pump system development project in Samar Province and review/inspect all technical and physical outputs of the project process to ensure the technical integrity, safety, and sustainability of the solar water pumps in six (6) Primary Health Care Facilities (PHCFs) — barangay health stations and, if feasible, rural health units — in a selected municipality.
Site assessment of target PHCFs for solar water pump system development and improvement WASH facilities
Support site selection through preliminary assessment of PHCFs proposed by the LGUs, consultations with BLGUs and key community stakeholders, and assessment of MLGU and BLGU administrative processes and institutional capacities relevant to project implementation
Evaluate detailed site assessments of selected target PHCFs by the contracted service provider for water sources, including hydrological and hydrogeological assessments, yield tests and water quality tests, sanitation and hygiene facility assessments, and climate and environmental risk assessments
Assess needs for other WASH improvements in the target health care facilities
Assist in local climate and disaster risk assessment, local climate change action planning and development of risk management approaches
Design and scoping for solar water pump and WASH equipment, supplies and services
Recommend range of feasible and appropriate designs for solar water pumps systems and improvements in sanitation and hygiene facilities in target PHCFs with cost estimates
Conduct market scoping for equipment, supplies and services in proximal locales
Prepare relevant documents for administrative requirements and permits, in line with national standards and UNICEF guidelines.
Technical support to the Supply Unit and CER Section for the procurement of service provider for solar water pump development and improvement of sanitation and hygiene facilities in target PHCFs
Support UNICEF in the procurement process for infrastructure works, including preparation of TORs/tenders, contractor pre-qualification, bidder engagement, and technical evaluation to ensure the selection of qualified firms
Validate technical specifications, BOQs and procurement plans of the selected service provider, ensuring that proposed technologies, materials, and equipment meet required performance, safety, and durability standards appropriate for local contexts and needs of the target PHCFs
Project supervision and quality assurance
Formulate inception report/implementation plan
Conduct a thorough inception of the project with key stakeholders, including review of site assessments, designs, implementation timelines and roles/responsibilities of different actors, including contribution/counterpart of LGUs/communities, where applicable, and PSEA/safeguarding
Set-up a functional coordination and feedback mechanism with key stakeholders at provincial, municipal and barangay levels
Conduct regular site monitoring and technical visits during installation to ensure adherence to approved technical designs, contract, quality and safety standards, and health and environmental safeguards.
Document deviations and resolutions on alternative solutions, corrective/remedial actions and risk mitigating measures
Conduct periodic meetings with UNICEF, service provider and the provincial and municipal for updating on progress and feedbacking on project implementation
Submit monthly technical progress reports and a comprehensive final technical report that includes engineering reviews, site inspection findings, photos, system performance data, and verification of compliance with UNICEF and national standards.
Capacity building and sustainability planning
Review training design, O&M manual, and troubleshooting guide developed by the contracted service provider to ensure accuracy, completeness, and contextual appropriateness.
Oversee the practical training of O&M teams in the 6 PHCFs and appropriate technical staff at MLGU
level
Provide technical inputs to municipal and barangay LGUs on implementing the following:
Solar water pump and WASH O&M planning and budgeting, including for repair services, spare parts, water quality monitoring and treatment, and security
Mechanism for monitoring performance and sustainability of the solar water pump system and other WASH services in the PHCFs
Documentation of technical and social processes, results and learnings
Lead the systematic and technically rigorous documentation of the project process
Document and consolidate the key learnings
Deliverables:
List of target PHCFs, classified into primary priority and secondary options, with findings on need and feasibility of solar water pump system
Technical brief on detailed surveys reports on the target PHCFs covering the following:
water sources, including hydrological and hydrogeological assessments, yield tests, and water quality tests.
Sanitation and hygiene facilities assessment
Climate and environmental risk assessment reports
M/BLGU administrative and institutional assessment reports
Drawings, specifications, calculations and design analysis for context appropriate
solar water pump systems.
BoQs with cost estimates.
Market scoping report
Original copy of permits from relevant authorities
TOR/tender for procurement of solar water pump service
provider and improvement of other WASH facilities
Report with shortlist of pre-qualified contractors
Report with answers to all technical queries and questions of Potential
Bidders during the bidding process.
Evaluation report approved by UNICEF including scores and remarks on each technical sub-criterion.
Report on validation of designs, technical specifications and BOQs per PHCF, and
procurement plan of the selected service provider, with compilation technical documents, including final drawings, BOQs and costing
Submit inception report and workplan
Documentation of inception workshop conducted, with annexes of presentation materials, implementation plan, institutional arrangements and coordination
mechanism
Six (6) monthly technical progress monitoring report on the following work process:
progress status based on workplan schedule
compliance to material specifications and quality of materials used
technical issues or challenges and recommended actions
monitor the contractor’s practices in terms of traffic and protection of roads,
properties and services, safety, PSEAH and child safeguarding measures, and care of the environment
Weekly and subsequently bi-weekly briefings with UNICEF
Monthly updating meetings and as often needed with UNICEF, service provider and LGUs
O&M training design, manual and troubleshooting guide reviewed and revised as
needed
Documentation of O&M trainings, with materials used, draft O&M plans and team
designation per PHCF
Costed O&M plans with budget allocation for integration in 2028 annual investment plan
System performance monitoring tool developed and tested by O&M teams per PHCF
Submit a comprehensive final technical report that includes engineering reviews, site inspection findings, photos, system performance data, and verification of compliance with UNICEF and national standards.

Minimum requirements:
Education:
Bachelor’s degree on civil, environmental, sanitary or water engineer, or a related field is required.
Professional licensure as Engineer in the Philippines is required
Knowledge/Expertise/Skills:
Minimum of 5 years of progressively responsible professional experience in civil engineering, construction management, or related fields, preferably the WASH sector
Proven experience in the design, implementation, and quality assurance of WASH (Water, Sanitation, and Hygiene) infrastructure projects, particular community water supply system development. Expertise specifically on solar water pump systems is preferred.
Demonstrated ability to work with diverse stakeholders, including government agencies, local communities, and implementing partners.
Experience with UNICEF, other UN agencies, international NGOs, or similar organizations in emergency or early recovery settings is an asset.
Strong understanding of national and international standards for construction, particularly in WASH/water supply infrastructure, and familiarity with climate-resilient and
sustainable construction practices.
Proficiency in engineering design tools (e.g., AutoCAD, Civil 3D) and project management software.
Excellent technical documentation and report writing skills
Has great appetite and capacity to learn.
Language Requirements:
Fluency in English (verbal and written) is required.
Knowledge of Filipino or other local languages is an asset; conversational in any Waray language an asset.
