Purpose of assignment                                                        

The UNICEF Evaluation Office is commissioning a global evaluation on humanitarian access and principled action in complex, high-threat environments [Staying and Delivering: Principled humanitarian access in complex and high threat environments’]. Building on the 2019 Coverage and Quality evaluation and responding to ongoing challenges, it will provide an impartial assessment of the relevance and effectiveness of UNICEF’s institutional approach to humanitarian access, highlighting progress, challenges, and key influencing factors. The evaluation aims to strengthen accountability to affected populations and partners and generate learning to guide future actions.

Scope of work

The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:

• Supports the full evaluation cycle, under the guidance of the evaluation manager.
•  Provides specific support to literature and desk reviews, and to processing, analyzing and synthesizing large volumes of qualitative and quantitative data.
•  Contributes to evaluation management tasks and development of communications and dissemination deliverables.

Minimum requirements (Qualifications/specialized knowledge/experience/competencies)

• Education: Master’s degree in social sciences or related fields
• Work Experience: At least 2 years of professional experience conducting multidisciplinary evaluations and/or research assignments in the field of humanitarian action.
• Skills (optional):
  • Demonstrated knowledge of evaluation methodologies and mixed-method approaches.
  • Experience in conducting remote evaluation assignments.
  • Proven track-record of literature/desk reviews, data processing and structured analyses of quantitative and qualitative evidence.
  • Experience supporting strategic communications for evaluations.
  
  
• Language Requirements: Strong English communication and writing skills (English required; other UN languages considered an asset).
