How can you make a difference?
Under the supervision of Health Manager, to conduct the review and evaluation of the impact and outcome of the three-year health, nutrition, WASH and SBC project in the selected Municipalities.
WORK ASSIGNMENT:
1. Prepare an inception report with a detailed program review and evaluation methodology
2. Desk review: Project proposal, progress report, MNCH data, nutrition, WASH information and data ect
3. Consultation workshop with all key stakeholders at national and municipality level
4. Field visit to the municipalities to monitor CQI and WASH activities in health facilities and interview/focus group discussion with the beneficiaries, local community leaders, civil society and religious leader in each municipality to analyze community health seeking behavior, and timeliness and quality of health services
5. Focus group discussion / interviews with Quality Cabinet, HMIS department, M&E department, Nutrition directorate, Health promotion directorate and MCH departments of the MOH, Ministry of Public Works (MoPW), Municipal Service for Water, Sanitation and the Environment (SMASA), Alola Foundation, Haburas Ita Moris (HIM), Permatil, UNICEF, UNFPA and WHO program focal points
6. Data analysis of MNCH indicator in identified municipalities to demonstrate the impact on mortality and morbidity
7. Presentation of the final project review result
8. Submission of the final report electronic.
DELIVERABLES:
1. Inception Report with precise timeline, activities, budget, and methodology
2. Desk review report
3. Workshop consultative with all key stakeholder conducted
4. Focus group discussion on the municipalities report
5. Focus group discussion / interviews with MoH and UN sister agencies program focal point report
6. Submission of first draft report
7. Discussion with UNICEF team and final report submission
8. Final report and electronic file in place

To qualify as an advocate for every child you will have…
Minimum requirements:
Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required from a recognized University or College. Degree in epidemiology or biostatistics will be an added advantage
Essential:
At least 5 years of work experience with project/program reviews and evaluations and/or management information systems in large organizations or at country level.
Demonstrated experience in qualitative and quantitative methods, data collection, data analysis as well as preparing reports and presentations.
Sound knowledge of DHIS, data analysis and management.
Good interpersonal and communication skills and good analytical skills.
Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team.
Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
Experience in Timor-Leste is an added advantage.
Desirable :
Familiarity with the work of UN agencies in health system strengthening.
Skills:
Excellent coordination, self-organization, communication, cross-cultural, engaging with people of different calibers and negotiation skills. Fluency in English and Tetun languages. Ability to convene and work with all relevant as part of a team. Gender sensitivity and understanding of cultural diversity issues. Capacity to work and deliver during the pandemic response and with a high degree of independence.
