Credence is seeking a Humanitarian and Health Advisor to support the assigned post in Bogota, Colombia under the US Department of State Humanitarian Assistance Support Contract (HASC). This is a full-time, on-site contract opportunity. The salary will be commensurate with an FSN 11/12 position within Colombia.
Position Summary
The Humanitarian and Health Advisor (FSN-11 equivalency) serves as a locally employed expert within the Department of State’s Western Hemisphere Affairs Bureau (WHA), based in the Bogotá Foreign Assistance Hub. The incumbent provides high-level policy, technical, and analytical support on humanitarian and health issues with a strong focus on Venezuela and neighboring host countries. The Advisor ensures coherence across U.S. Government assistance programs responding to the Venezuelan crisis, supports coordination with international and local partners, and contributes to regional planning and diplomatic engagement. The position requires advanced understanding of Venezuela’s humanitarian context, cross-border assistance mechanisms, and the health and protection needs of displaced and host communities.
I. Basic Function of the Position
The Humanitarian Advisor serves as a senior locally employed expert supporting the Department of State’s regional response to the Venezuela humanitarian crisis from the Bogotá Foreign Assistance Hub. The incumbent provides technical guidance on humanitarian and health programming across Venezuela, Colombia, Peru, and Ecuador. The Advisor supports program oversight and management for the health, protection, WASH, and food security sectors to ensure strategic coherence, efficiency, and alignment with U.S. foreign policy priorities. The position serves as a critical link between field-based implementers, Embassy Bogotá, and Washington, providing technical oversight of regional humanitarian and health interventions.
II. Major Duties and Responsibilities
A. Program Coordination and Oversight (35%)
Support coordination and strategic alignment of U.S. humanitarian and health assistance across multiple agencies (State and others).
Monitor program implementation in to ensure coherence with U.S. foreign policy objectives.
Advise on integration of health interventions with protection, food security, WASH and livelihoods activities.
Review partner reports, implementation updates, and performance data; identify trends, challenges, and opportunities for improved impact.
Track progress of State-funded humanitarian and health programs, ensuring adherence to global humanitarian standards and local context needs.
Contribute to analysis of funding allocations, pipelines, and performance across the regional portfolio to support strategic decision-making.
B. Health and Humanitarian Analysis (25%)
Conduct in-depth analysis of regional health and humanitarian conditions, including epidemiological trends, access to care, and the intersection between migration and health.
Monitor outbreaks, emergencies, and public health risks affecting displaced and host communities; prepare alerts and policy briefs for Embassy and WHA leadership.
Develop evidence-based recommendations for interagency coordination and policy engagement in the health sector.
Maintain close working relationships with PAHO/WHO, IOM, WFP, UNHCR, UNICEF, and NGOs implementing health and humanitarian programs.
C. Stakeholder Engagement and Representation (20%)
Represent the Department of State in coordination forums related to health, migration, and humanitarian response, including the Health Cluster and donor working groups.
Serve as a liaison between the Embassy, and relevant State Department bureaus on health and humanitarian coordination.
Support Embassy engagement with host government counterparts.
Promote collaboration with regional and multilateral institutions to strengthen public health preparedness and response mechanisms.
D. Strategic Planning and Policy Support (15%)
Contribute to the development of U.S. regional strategies on humanitarian and health assistance, including contingency and response planning.
Provide technical input for Embassy and WHA strategic documents (Integrated Country Strategy).
Support communication materials that highlight U.S. leadership and impact in health and humanitarian sectors.
Identify opportunities to strengthen resilience, health and social system capacity, and integration between humanitarian and development programming.
E. Learning, Monitoring, and Evaluation (5%)
Support data collection and analysis for monitoring and evaluation of humanitarian and health programs.
Promote best practices, lessons learned, and interagency learning events focused on health, protection, and humanitarian coordination.
Contribute to reporting requirements to Washington, including quarterly and annual regional updates.
III. Supervisory Relationship
Reports directly to the Senior Humanitarian Advisor. Works independently under general supervision. Assignments are reviewed for accuracy, policy consistency, and effectiveness of coordination and analysis.
IV. Supervisory Controls
This is a non-supervisory position; however, the incumbent may guide or mentor assistants, short-term staff, or interns as required.
V. Minimum Qualifications
Education: Master’s degree in public health, international relations, humanitarian affairs, or a closely related field.
Experience: At least seven (7) years of progressively responsible experience in humanitarian, migration, or public health programming related to Venezuela or regional crisis response.
Language: Fluency in both English and Spanish is required.
Knowledge: Advanced understanding of the Venezuela humanitarian context, cross-border operations, and coordination mechanisms (e.g., Health Cluster, R4V, HCT). Familiarity with U.S. Government foreign assistance structures.
Skills and Abilities: Strong analytical, representational, and writing skills; proven ability to work in complex political environments; and capacity to coordinate with multiple stakeholders.
VI. Post Entry Training
Training in U.S. Government foreign assistance coordination, humanitarian response, global health diplomacy, monitoring and evaluation, and regional migration frameworks.
VII. Position Elements
Exercise of Judgment: Requires high professional judgment to interpret policy, assess evolving regional dynamics, and represent U.S. positions in sensitive contexts.
Authority to Make Commitments: None; may convey Department guidance and recommendations to partners and host government officials.
Nature, Level, and Purpose of Contacts: Regular interaction with senior officials from host governments, UN agencies, NGOs, and interagency partners to ensure policy coordination and information sharing.
