How can you make a difference?
The purpose of this consultancy is to support the Egypt County Representative, working in close collaboration with the Deputy Representative Programs (DRP), the Programme section chiefs (Particularly the Chief of Programme Monitoring and Evaluation, PME who oversees preparedness and humanitarian coordination), and Public and Private Partnership team, PPP, around UNICEF Egypt programmatic response to the impact of regional crises (preparedness and response) in Egypt. S/he will be responsible for supporting the Representative, in developing related action plans. S/he will also support the Representative in the preparation of high-level events, meetings and conferences related to the impact of the regional context and crisis in Egypt, in terms of preparedness and response.
THe consultant shall establish and implement country office emergency preparedness and response (linked to the regional context). Responsible for the development, planning, implementation,monitoring and evaluation of the interventions to ensure the survival and well-being of children, and the affected communities as impacted by regional crises and emergencies.
Key Tasks:
• Support the Representative in leading internal coordination structured linked to Office response to regional crises and emergencies, and follow-up on the implementation of ECMT actions across sections.
• Prepares a weekly briefing note on the humanitarian situation in neighboring countries and within the region with particular emphasis on how this impacts UNICEF programming in Egypt
• In coordination with Programme team and DRP, participates in the formulation, development, and updating of preparedness and response plans, surge, contingency plans and the establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.
• Supports reflections on the nexus and emergency work and any adjustments needed.
• Supports the identification of problems and constraints to ensure effective programme delivery and prepares reports on the delivery of emergency assistance, supplies, and services.
Support the Representative participation in relevant humanitarian and recovery related fora (e.g. supporting the preparation of briefing notes, advocacy messages, talking points, presentations, etc.) supports information collection and dissemination within the Office related to humanitarian developments in the region and country responses, linked to policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
• Supports coordination with other UNICEF offices in the region as needed for information sharing, joint advocacy opportunities, etc., including with relevant sector groups.
• Supports the Chief PME in the preparation, coordination, and follow up from quarterly meetings with national partners.
Deliverables:
Emergency Coordination Management Team (ECMR) action tracking and progress updates
Programmatic Inputs to the ECMT emergency response and contingency plans
Situation reports and management briefings
Contributions to donor proposals and reports
Compilation of Lessons learned and recommendations
Contribution to concept notes and external materials/notes

Minimum requirements:
Education: Advanced university degree in a relevant field
Work Experience: Minimum 5–8 years of experience in humanitarian coordination or emergency response.
Language Requirements: Fluency in English required; Arabic is a strong asset
Desirables:
Relevant experience in programming context similar to that of Egypt an asset
Strong coordination, analytical, and drafting skills
Knowledge of UNICEF humanitarian policies and CCCs is an asset
