For every child, Protection
Lebanon’s Child Protection programme operates within a complex humanitarian and recovery context marked by economic crisis, displacement, and heightened risks for children. Led by UNICEF and the Child Protection Working Group (CPWG), the programme delivers integrated interventions such as case management, psychosocial support, and alternative care, while strengthening child protection systems and promoting community engagement. The End-of-Year Child Protection Analysis Report supports evidence-based decision-making and strategic planning to better respond to the evolving needs of children in Lebanon.

Inception Note
Submission of an inception note outlining the proposed methodology, data sources, analytical framework, report structure, stakeholder engagement plan, and detailed workplan.
The report will include Situation of Children Analysis:
Analyze the overall child protection situation, including key risks, vulnerabilities, and contextual drivers.
Highlight differentiated impacts by age, gender, disability, nationality, and displacement status, where data allows.
Integrate findings from secondary data sources (assessments, monitoring reports, dashboards, partner inputs and observations).
Week 1
(3 days)
Report on FGDs done with affected populations
Organize 3 FGDs with children and caregivers supported through the child protection sector and submit a report on the outcome of the FGDs:
Integrate community feedback, where available, including perspectives of children, caregivers, and communities.
Reflect how feedback has informed programming and coordination.
Week 2-3

Report on Child Protection mainstreaming efforts in Lebanon
Analyze the extent to which child protection has been mainstreamed across other sectors (e.g. Education, WASH, Health, Shelter), based on available data, partner inputs, and coordination discussions.
Identify good practices, gaps, and challenges related to child protection mainstreaming in multi-sector responses.
Highlight examples where child protection considerations (risk mitigation, referral pathways, safe access, safeguarding) have been effectively integrated into sectoral programming.
Provide practical recommendations to strengthen child protection and mainstreaming within inter-sector coordination, planning, and implementation frameworks.
Week 3-week 8

First Draft Report
Submit a completed first draft report covering all agreed sections, including situation analysis, outcomes from the FGDs with affected populations, emerging and persistent trends, analysis of geographic, thematic and population gaps, response analysis, document operational, coordination and programmatic lessons learned, and unmet needs.
The report should include short case studies and success stories from CPWG partners to:
Highlight good practices, innovation, localization efforts, and cross-sector linkages.
The report should include achievements Against Targets:
Review of sector progress against planned annual targets and indicators.
Analyze coverage, reach, and quality of CP interventions.
Highlight key achievements and areas of strong performance.
Analyze data extracted from the KOBO platform on the alternative care programme implemented under the CMTF
Finally, the report should include clear, evidence-based, and actionable recommendations for:
CPWG coordination
Prioritization of program and implementation
Advocacy and resource mobilization
Preparedness and future response planning
Draft report needs to include an annex on the analysis of data related to the alternative care program in 2025.
Week 5-6

Validation & Feedback
Facilitation of the validation process and integration of consolidated feedback from CP Coordinators, CP Core Group, and relevant stakeholders.
Week 7
(5 days)
Final Report
Submission of the final, edited, and publication-ready Child Protection Analysis Report, incorporating all validated feedback.
Week 7
(4 days)
Analysis report on child protection Emergency Response
Submit a Preliminary analysis report of the emerging child protection risks and current emergency child protection response that will be annexed in the full report.
Week 25
(5 Days)
Support current emergency reporting
Input to flash updates, protection snap shots and Sitreps.

Minimum requirements:
Advanced university degree (master’s or higher) in social sciences, child protection, international development, humanitarian studies, or a related field.
Minimum 5 years of relevant experience in child protection, research, or humanitarian analysis is required.
Demonstrate experience in conducting sectoral or thematic analysis reports, evaluations, or situation analyses in humanitarian or development contexts is required.
Experience in data analysis and triangulation, including quantitative and qualitative data sources is required.
Strong research and analytical skills is required.
Excellent English writing and editing skills, with ability to translate complex data into clear narratives. Spoken Arabic language is a must.
Strong communication and coordination skills, including engagement with multiple partners is required.
Strong coordination and communication skills is required.
Ability to manage multiple stakeholders and validate findings through consultations is required.
High level of professionalism, confidentiality, and adherence to ethical research standards is required.
Ability to work independently under tight deadlines is required.
Assets:
Familiarity with humanitarian coordination mechanisms and CPWG structures
Experience working with UN agencies, NGOs, or government counterparts
Familiarity with the Lebanon Response Plan (LRP) or Protection/Child Protection sector coordination architecture.
Knowledge of CPIMS+, Protection Monitoring systems, or real-time monitoring mechanisms.
