UNICEF is seeking an International Consultant to support Montenegro’s Ministry of Social Welfare in financial planning for the European Child Guarantee (ECG) National Action Plan. The consultant will conduct a comprehensive review of proposed measures and map current national and external funding sources to identify financing gaps.

Key deliverables include developing a detailed multi-year costing framework (2026–2031) and conducting a cost-benefit analysis to justify social investments to the Government and European Commission. Throughout the process, the consultant will facilitate stakeholder consultations to validate fiscal assumptions and strengthen institutional ownership.

The assignment concludes with a final report providing clear sustainability guidelines for integrating ECG investments into national budgeting processes. This role is critical for ensuring transparent, child-sensitive public spending and long-term program viability.
