Consultancy for the development of a Caritas Internationalis Global Induction Programme for Staff and Leaders Individual Consultant International Position Senior level Short term contract

1. Background
Caritas Internationalis (CI) aims to develop a global Induction Program1 to provide all staff and leaders across the Caritas Confederation with a foundational introduction to the Confederation’s identity, mission, structure, and operational principles. The program will include digital learning modules, thematic chapters, and workshop materials, accessible across languages and regions.

2. Objective
The Consultant will support Caritas Internationalis in the design and development of the Caritas Internationalis Induction programme for Staff and Leaders. The consultant will be responsible for both structuring the learning process and developing pedagogical content and modules, including drafting learning materials.

3. Scope of Work
Analyse existing Regional and Member Organisations’ materials (a list of documents will be compiled and made available as a reference for the consultant).
Creation of the overall pedagogical structure

• Develop the overall pedagogical structure and sequencing (modules) of the Induction Programme, according to the programme outline in the Annex, in coordination with the CI General Secretariat, the Induction Programme Task Group and any other relevant stakeholders (e.g. Strategic Orientation Committees);
• Define clear objectives of the different steps of the learning pathway and ensure coherence across modules.

Development of the contents

• Develop the contents of the different modules (in English) and related learning materials, and any other relevant instructional text;
• Integrate key Caritas documents and Catholic Social Teaching within the modules and embed existing resources;
• Develop a toolkit/guidance for trainers and facilitators, including an orientation session on the use of the modules.
  Based on the information provided in these ToR, the candidate consultant will prepare a proposal which:
  – Shows methodology and proposed work plan
  – Indicate the actions’ timeline
  – Include a budget offer.

At the Confederation level the following stakeholders are those to be mainly involved in this process:

• CI Induction Programme Task Group
• Strategic Orientation Committee on Caritas Identity
• CI Strategic Orientation Committees (leads and/or delegates) for consultation on sectoral chapters of the Programme
• Relevant CI staff from the Confederation Development Department and from other relevant Departments
• Regional Coordinators (executives at regional level) and relevant staff at regional level

At the level of the CI General Secretariat, the overall coordination of the process is under the responsibility of the Confederation Development Department. The Induction Programme Task Group that is set up under the Caritas Identity Committee will be in charge to oversee and support the work and will directly report to the Committee, which is finally called to validate the results.

4. Deliverables and Timeline
The consultant(s) is expected to produce the following deliverables:

• Pedagogical design document and proposed learning structure of a comprehensive Caritas Internationalis Orientation Programme for Staff and Leaders, based on the Programme Outline proposed in the Annex of this document
• Development of modules, and learning materials for online and on-site formation

The consultancy is expected to run from March to July 2026 (estimated time max 60 days of consultancy), aligned with the Induction Task Group’s overall work plan. Pilot implementation of the program is foreseen for late 2026 to mid-2027.
