The provision of adequate water, sanitation, and hygiene (WASH) services in all settings (e.g., households, communities, schools, health care facilities and workplaces) is critical to achieving all public health goals. Within health care facilities, WASH services and associated hygiene practices, are of importance for the provision of quality treatment and care. WASH services minimize the risk of infection for patients and their carers, health workers and surrounding communities. Clean and safe health care facilities can increase demand and trust in services, as well as reinforce the role of staff in setting societal hygiene norms.
This can increase motivation and retention of health workers, in addition to cost savings from preventable infections and more efficient service delivery. Safely managed and reliable WASH services and the associated hygiene practices, such as hand hygiene at the right times, strengthen the resiliency of health systems to prevent disease outbreaks and allow effective response to emergencies, including natural disasters and outbreaks, and bring them under control when they occur. Alongside climate change, such threats are likely to increase in the future.
UNICEF has an established track record in leading successful hygiene promotion activities in Egypt in the form of targeted communication interventions, capacity building and influencing upstream policy decisions.
How can you make a difference?
Five WASH Field Consultant positions will be recruited under this assignment, covering the following governorates: Aswan Governorate, Assiut Governorate, Alexandria Governorate, Minya Governorate, and Fayoum Governorate. Each consultant will be assigned to specific governorate (s). Applicants are therefore required to clearly indicate in their application the governorates for which they are applying.
Objective of the consultancy are as follows:
To monitor and provide the technical support to ensure the continuity of the successful public awareness programs for WASH , climate change and hygiene in schools in one of the following Aswan, Assiut, Alexandria, Minya, and Fayoum
Governorate . and will collect the required data and documentation required for the project documentation.
To improve the capacity of the staff of the revolving funds units in water company to manage and sustain the revolving fund scheme for the household’s water and sewage connections.
To monitor the implementation of the health green model. This model includes improvement of WASH facilities in Primary health units, installing solar power, installing water/electricity saving devices. This will happened by providing technical support for the improvement works and providing the required coordination between the health directorate and the water companies in one of Aswan, Assiut, Alexandria, Minya, and Fayoum governorate.
To monitor the improvement of WASH facilities in schools, providing technical support for the improvement works and providing the required coordination between the MOE directorate and the water company.
To lead coordinate among various governorate level stakeholders to develop the action plan required to implement project in governorate.
To follow up, monitor, and provide technical support for the assessment, rehabilitation, and operational sustainability of WASH facilities in schools, youth centers, and Primary Health Units (PHUs), including supervision of solarization interventions to ensure compliance with technical standards, functionality, and long-term service sustainability.
Duties will entail regular monitoring, follow-up, and supervision of field activities, as per the below mentioned activities. The activities that are described relate to those activities as included in the 2026 Annual Work Plan, and are specific to the WASH in HCFs, School Sanitation Project and MOE system strengthen. The consultant will ensure systematic field follow-up of infrastructure rehabilitation and solarization activities through regular site supervision visits, verification of technical specifications, functionality checks, and coordination meetings with contractors and government counterparts to ensure quality assurance, timely implementation, and sustainability of WASH and energy interventions.
The time allocation in percentage as per the required assignment are as follows:
• 60% technical activities: monitoring/field visits to Learning centers and the served communities
• 20% coordination activities as mentioned above
• 20% reporting, updating data and attending meetings
And will ensure day-to-day implementation and monitoring in the field, through the following actions:
• Holding regular coordination Meetings with staff, and local NGOs staff at the governorate level.
• Providing training to teachers on awareness activities, and the use of data in decision making.
• Regular monitoring, follow-up, and supervision of field activities, as per the below mentioned activities.
• Using new technology and social media (including WhatsApp) to engage with the students to disseminate WASH messages and to promote the adoption of improved behaviors.
And will ensure day-to-day implementation and monitoring in the field, through the following actions:
• Holding regular coordination Meetings with staff, and local NGOs staff at the governorate level.
• Providing training to teachers on awareness activities, and the use of data in decision making.
• Regular monitoring, follow-up, and supervision of field activities, as per the below mentioned activities.

ACTIVITIES, DELIVERABLES:
The following core activities should be conducted by the consultant:
Coordination activities:
Coordination with local counterparts, namely governorate water companies, health directorate and education directorate to implement relevant project components as the installation of household’s water and sanitation connections, assessment/rehabilitation of the WASH facilities in PHUs and schools by the water companies.
Closely coordinate on school level with school management, schoolteachers, as well school children (through their committees) during project implementation, particularly in following up on action plans, as developed by teachers to implement proposed awareness activities within the schools.
Follow Up and monitor the development of the construction of the targeted Primary Health Care Unit solar system.
Follow up and coordinate with the counterparts to maintain proper financial documents as per HACT guidelines.
Technical activities:
The filed coordinate will be providing technical support to:
Carry participatory rapid assessment study for the water company revolving fund units
Conduct capacity building workshops for the staff members of the revolving fund units in water companies.
Establish technical guidance on performance and results monitoring indicators as well as on reporting for revolving funds.
Follow-up and monitor the progress of the project activities supported by the project in the targeted PHUs and schools (no. of schools and health units rehabilitated) and providing recommendations on implementation issues. In addition, to providing technical support and guidance on the monitoring of the various project component by the Water Company, MoHP and MoETE at the governorate, district and school/PHUs levels.
Assist in exploring mechanisms of reaching the surrounding communities with activities related to water, sanitation, hygiene, and nutrition issues, through the schools, including surveying existing NGO/CDA capacities
Follow-up and monitor the implementation of the project component related to community service
Providing technical expertise training/coaching MoETE stakeholders
Provide technical support to the assessment of the WASH facilities in the targeted schools in ……….
Follow up, monitor, and provide technical support to the implementation of school activities for and by school children
Facilitating and ensuring that cash assistance is spent as per the appropriate budget agreements/arrangements, and that liquidations are completed within a reasonable time frame.
Keep track of the progress of installing solar systems in the Primary Health Care Units.
Attend Regular Meetings:
Attending coordination and governorate level committees’ meetings to follow-up on project progress
Attending meetings at UNICEF Cairo, as needed
Data Management
Collecting, maintaining, and updating project data on all project interventions
Preparing progress reports specifying achievements on all project components

Minimum requirements:
Education: Bachelor’s degree in social science or relevant field
Work Experience:
Not Less than 7 years’ experience in field coordination in rural/urban areas, in addition to technical competence, specific previous experience on WASH and knowledge in the field of potable water supply and sanitation systems and technologies in schools and health facilities in urban and rural Egypt.
Proven experience working at the governorate level with sectoral directorates (Health, Education, Water, etc.) in at least one of the targeted governorates.
Climate change knowledge and environmental experience
Skills : Previous experience showing good training skills and good report writing skills
Language Requirements: Fluent in written and spoken Arabic and ability to comprehend and communicate in basic English
The bidder is requested to provide an all-inclusive cost in the financial proposal.
