Main Duties and Responsibilities
Under the leadership of the Ministry of Education, Skills, Youth, and Information, and with the technical guidance of UNICEF and other partners, the consultant will be responsible for developing guidelines, SOPs, and capacity-building resources. In particular, the consultant will:
Document System Readiness
Strengthen and Mainstreaming Disaster Management Coordination Framework
Provide Capacity Building & Training
Provide Coordination & Oversight

Minimum requirements:

Education: Advanced University Degree in Disaster Risk Management, Social Sciences, Child Protection, Humanitarian Action, or related fields.
Work Experience: At least 8 years of relevant work experience in child protection in emergencies, disaster preparedness, and humanitarian response.
• Proven experience in SOP development, disaster plan revision, and multi-stakeholder coordination.
• Experience delivering training on child protection, GBV/PSEA, and psychosocial support in emergency settings.
• Familiarity with disability inclusion in humanitarian action
Technical Knowledge :
Expert knowledge on the following:
• UNICEF Core Commitments for Children in Humanitarian Action.
• Inter-Agency Guidelines on Child Protection in Humanitarian Action.
• Best practices for GBV/PSEA integration in emergencies.
• Case management standards for unaccompanied and separated children.
Skills:
Excellent planning and organizational skills
Strong facilitation, coordination, and analytical skills.
Ability to work efficiently under tight deadlines
Ability to clearly defined objectives and plan activities
Excellent analytical and written skills
Strong communication skills – both oral and written
Language Requirements: Fluency in English is required
Desirables:
Experience working with UN/international organizations
A Technical Proposal outlining how the duties will be undertaken is required.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.
