Call for Tenders (LOT 2) – Technical Assistance in Education (Sudan) / TEACHERS’ EDUCATION AND PROFESSIONAL DEVELOPMENT – In-service teacher training Open to Firms Senior level Short term contract

Expertise France is launching a call for tenders (LOT 2) to mobilize technical assistance in Sudan under the Regional Teacher Initiative for Africa (RTIA), funded by the European Union.

This assignment aims to strengthen in-service teacher training and continuous professional development in a crisis context, in support of the Transitional Education Plan 2025–2027.

It will notably include:

• The development of induction courses for newly recruited teachers and newly appointed head teachers,
• The design and implementation of a school-based mentoring programme,
• Capacity building for head teachers and school supervisors in pedagogical support,
• The development of training modules and tools for NCTT trainers,
• The establishment of monitoring tools for school-based continuous professional development (TCPD),
• Training content for head teachers and school supervisors,
• Training modules for the NCTT trainers.

? Implementation period: June 2026 – July 2027 (estimated 120 days)

? EXPERTS’ PROFILES : consulting firm with proven expertise in teacher professional development, in-service training systems, and work in fragile contexts.

DESIRED PROFILES :

• Advanced degree in education,
• Minimum of 10 years of experience in teachers’ education and professional development – in particular the design of curricula and contents for teachers’ education and CPD,
• Experience in/ knowledge of developing or updating in-service teachers’ training contents and school-based CPD. Proven knowledge and experience of education policies and systems in Africa, in fragile contexts and Sudan in particular,
• Excellent proficiency in English (both written and spoken),
• Ability to work in a team and communicate effectively with various stakeholders, Experience in technical and political dialogue, with an aptitude for navigating complex institutional contexts,
• Previous experience working in Sudan,
• Familiarity with the education context and policies of Sudan.

The consulting firm is free to propose as many experts as it wishes. Preferably, the consulting firm will propose experts who are proficient in English and Arabic, with a mix of international and national experts for the different areas of expertise.
